Dear District Staff and Local League Baseball and Softball Officials,
June 1 is the deadline to submit nominations for the 2010 Little League Awards Program sponsored through the generous support of CHARTIS.
Every district and league has individuals who should be recognized for their commitment and participation in the Little League program. By participating in the Awards Program you help demonstrate the benefits and values of volunteerism, family and sportsmanship. The various awards are listed below with links to the respective awards on the Little League web site.
Volunteer of the Year Award: The Volunteer of the Year Award honors individuals who give selflessly of their time and efforts for the benefit of the children in their communities and who have contributed a spirited and dedicated commitment to the ideals and goals of the Little League program.

Challenger Award: The Challenger Award recognizes an individual whose loyal support and inspired volunteer commitment allows mentally and physically disabled youth the opportunity to enjoy the full benefits of the Little League program through participation in the Challenger Division.

Good Sport Award: The Good Sport Award honors Little Leaguers who exhibit the Little League values of character, courage and loyalty. These children learn what it means to truly be part of a team and conduct themselves accordingly to the principles of fair play and good sportsmanship.

Urban Initiative Volunteer of the Year Award: Little League International created the Howard and Gail Paster Little League Urban Initiative Volunteer of the Year Award in recognition of the vital adult volunteer service being performed by thousands of dedicated people in urban settings around the country. This award annually acknowledges an adult volunteer involved with a Little League program participating in the Urban Initiative.

The National recipients for each award and a guest will be the guests of Little League International at the 2010 Little League Baseball World Series. The recipients will be provided with round-trip transportation and hotel accommodations. These individuals will be honored at the annual Awards Breakfast and during pre-game ceremonies. Background Checks

Dear District Administrators, League Presidents and League Officials:
It is time to make sure that the required background checks for the local league have been completed. Also, remember to complete background checks on any additional volunteers as they become active.
In accordance with Little League rules and regulations, background checks must be completed for all members of the league’s board of directors, managers, coaches, umpires and any other volunteer staff who will provide “regular service” and/or “repetitive access” to players or teams.
All managers, umpires and coaches, including any practice coaches, must be appointed by the League President and be approved by the local board of directors, after his/her background check has been completed. Please advise your managers and coaches that they must not permit any parent or individual to assist in any practice or other team activity until he/she has submitted a Little League Volunteer Application and the background check process has been completed.
For umpires participating in multiple Little League programs and with “regular service” and/or having “repetitive access” to children, a background check must be done by each league in which the umpire officiates. Little League International recommends that local leagues conduct their backgrounds through LexisNexis, at: http://LittleLeague.lexisnexis.com.
Using LexisNexis affords each chartered league 125 free background checks and a cost of $1 per check for any subsequent checks. Organizations with more than one charter (for example, an American and National League) need to establish two accounts so that they receive the full benefit of 125 free checks for each league.
For new leagues registering with LexisNexis, or leagues renewing their LexisNexis registration, be aware that it may take up to two (2) weeks for the registration to be processed. If you encounter any problems using LexisNexis, please, call LexisNexis Customer Support, at: 866-399-6647, and select Option 4. Also, you can email LexisNexis Customer Support, at: volunteer.support@lexisnexis.com. LexisNexis Customer Support is available from 8 a.m.-to-8 p.m., Eastern U.S. Time, Monday through Friday.

New Catching/Pitching Rule

EFFECTIVE IMMEDIATELY
Regulation VI – PITCHERS in the Baseball Rule Book has been amended to read, in part:
(a) Any player on a regular season team may pitch. Exception: Any player, who has played the position of catcher in four (4) or more innings in a game, is not eligible to pitch on that calendar day.
Summary and Implementation: Beginning immediately, this prohibits a player – who has played the position of catcher in any part of four innings in a game – from being used as a pitcher at any time on that calendar day. This applies to all baseball divisions, and will apply to the International Tournament as well.
DA’s Note: It doesn’t matter if the player catches two innings, then pitches (forty or less) and then returns to catcher. No restriction here. The player can catch beyond a total of four innings. Same with a starting pitcher (forty or less) that moves to catcher, there is no limit on the number of innings that can be caught.

By all accounts, the International Congress was a terrific success. Little League thanks the Host Committee and Co-Chairmen Bill Bradley and John Roll for their hospitality, the more than 400 delegates who attended, and the more than 1,000 other guests. Each made this Congress special as they helped chart the course of our program for the next several years. |
