2010 ALL STAR TOURNAMENT LOCAL RULES

PRE-GAME AND FIELD REGULATIONS
Pre-game Meeting

Teams are required to be present FORTY-FIVE (45) minutes before game time (ONE HOUR for their first game of the tournament). Team managers and coaches will check-in and present current photo identification. Managers, not coaches, will then meet with the site tournament director before each game. AT THAT TIME, each team will provide three (3) regulation RS-T tournament baseballs along with the teams pitch count data sheet, Little League medical release forms, and four (4) copies of their lineup card. The line-up card must show first and last names for all players, as well as, the manager’s and coaches’ names. The site tournament director shall go over the following:

1. If a manager is not on time, the site tournament director may proceed without the manager or team representative.

2. All fields are considered neutral. The coin flip shall decide home or visitor. The winner of the coin flip will have choice of home or visitor. Home team shall occupy the third base dugout; visitor shall occupy the first base dugout.

3. Forty five minutes prior to game, if the field is available, only personnel listed on the team roster will be allowed inside the fences, including dugouts. All other persons shall occupy the spectator areas. Managers, coaches or players may not leave the field after entering, without permission of the site tournament director.

4. Players may go to the outfield to stretch their bodies until thirty (30) minutes prior to game time if the field is available. No one is allowed on the infield until thirty (30) minutes prior to game time, and only after instructed to occupy the infield by the site tournament director.

5. All equipment shall be taken to the outfield until thirty-five (35) minutes before game time. No team may occupy dugouts unless instructed to do so by the site tournament director.

6. No later than thirty minutes before game time (provided fields have been prepared and are ready), teams will be on the field and have their equipment laid out in the dugouts.

7. No swinging of bats or batting practice allowed on the playing fields.

8. Thirty (30) minutes prior to game time, the site tournament director shall advise the visiting team that they may take infield practice for the next ten (10) minutes.

9. The site tournament director will give the original lineup card and the tournament pitch count data sheet to the scorekeeper, the duplicate lineup card will be given to the plate umpire. During the Plate Meeting with managers, following pre-game ceremonies, the plate umpire will confirm there have been no changes to the line-ups. If changes were made, they shall immediately be reported to the scorekeeper following the plate meeting. The plate umpire will then retain the original copy of the line-up card and present the third and fourth copies to the two opposing managers. Second copy goes to scorekeeper

10. At twenty (20) minutes prior to game time the home team may take infield practice.

11. The last ten (10) minutes are reserved for ceremonies and gro.und crews. When a team is not taking infield practice, they will remain in their dugout, not on the field.

12. At the end of the game it shall be the manager’s responsibility to retrieve their tournament pitch count data sheet from the tournament site director.

Ceremonies

The site tournament director or the announcer shall make the welcoming speech.

The Announcer shall introduce the following personnel:

A. District Administrator, whether present or not.

B. Site Tournament Director.

C. League Presidents.

D. Team introductions (rotate players) one from each team starting with the visitors.

E. Umpires.

After introductions, the announcer shall ask for all to

PLEASE STAND FOR THE NATIONAL ANTHEM OR PLEDGE OF ALLEGIANCE AND THAT ALL REMAIN STANDING FOR THE LITTLE LEAGUE PLEDGE.

Play the National Anthem or recite the Pledge of Allegiance, recite the Little League Pledge.

Have players, managers, and coaches meet at the mound with the umpires for game instructions.

START THE GAME

SITE TOURNAMENT DIRECTOR WILL BE A DISTRICT 28 STAFF MEMBER

ALL GAMES WILL BE PLAYED ACCORDING TO LITTLE LEAGUE TOURNAMENT RULES.

Announcing

The Announcer shall not make any announcements while the ball is in play and shall not make calls such as balls, strikes, outs, fouls, etc. until first announced by the umpire.

BASIC GROUND RULES

1. District staff personnel are in charge of all tournament sites.

2. No glass containers are allowed in the dugouts.

3. No food items will be allowed in the dugout, including candy, sunflower seeds or gum (except for medical reasons).

4. No noise makers.  (Includes but not limited to blow horns, whistles, plastic bottles with rocks/coins inside)

5. No smoking or drinking of beverages other than water or “ades” in plastic containers will be allowed in the dugout.

6. No ice chests or coolers will be allowed inside the park or tournament sites; with the exception of ice chests in the dugout for a team.

7. Rules and regulations will be observed at all times, starting forty five (45) minutes prior to the scheduled game time, by the site tournament director. If an infraction occurs forty five (45) minutes prior to the game or anytime during the game, appropriate actions shall be taken.

8. Managers and coaches shall not wear tank tops, shower shoes or cutoff trousers while on the field. Only appropriate attire will be allowed.

9. All players must be in full uniform when entering the field. Uniforms must be worn properly.

10.  Only the rostered manager, up to two (2) rostered coaches and the rostered players are allowed on the field forty five (45) minutes prior to game time. Press personnel & photographers will only be allowed on the field with permission from the site tournament director.

11.  Field ground rules will be issued by the umpire five (5) minutes before game time, in the presence of all personnel involved in the game.

12.  Managers and coaches shall remain in the dugout during the game and may not stand in the openings unless they are coaching. If coaching, they will remain in the coaches boxes at all times.

13. During any hitting practice conducted prior to entering the field, all players swinging bats or standing near a player swinging a bat must be wearing a batting helmet.

14. Any player assisting a coach (catching) during infield/outfield practice must be wearing a catcher’s mask with a throat guard.

15. During play, players are to be kept away from all dugout opening.  In the dugout, players must be positioned behind the screen fencing to prevent any one of them from being struck by a thrown or batted ball.

16.  Managers or coaches shall not act as batboys. Only a player with a helmet may act as a batboy.

17.  Players warming up outfielders between innings need only be wearing a baseball mitt. A helmet is not required.

18.  No pagers, cell phones or electronic devices will be allowed on the field or in the dugouts before or during the game. If a device is found before or during the game, the device will be confiscated by the site tournament director until the game is over.

19.  Only the manager, as listed on the roster, may communicate or converse with the site tournament director with regard to the team and play of the team, before or during the game. If the manager is not present or ejected from the game, the coach appointed shall take over control of the team and shall assume all rights of the manager.

20.  Only the manager shall communicate with the umpire to obtain the current pitch count from the official scorekeeper.

APPROVED DOUBLE ELIMINATION

Two defeats eliminate an entry. The losers of games in the Winners’ Bracket move into specific places in the losers’ bracket. The two teams that advance the farthest in each bracket meet for the championship. In the championship games, the games proceed until one team has two losses.
