ALL STAR TEAM PARTICIPATION IN A NON-LITTLE LEAGUE TOURNAMENT IS STILL PROHIBITED

Some may have noticed that last year restriction, on Major players and below, from participating in other programs was changed this year. HOWEVER, PARTICIPATION BY AN ALL STAR TEAM IN A NON-LITTLE LEAGUE TOURNAMENT IS STILL PROHIBITED!!! This has not changed and failure to abide by this restriction could and likely would result in an entire All Star Team being disqualified from the international tournament.

This question comes up every year and while INDIVIDUAL players can participate in other programs, a manager may not enter a league’s All Star team in a Non-Little League (travel ball) sanctioned tournament. For those coaches and managers that want to question this, tell them to read Regulation IV, IN ITS ENTIRETY. The main “Note,” on page 31, line 3 reads as follows: “A unit Little League (Majors), Minor League, Tee Ball, or Junior/Senior/Big League team shall not participate in games with other programs or in tournaments except those authorized by Little League Baseball.

Please take the above very seriously and insure that all of your managers and coaches are aware. Let them know that if they think no one is watching, they’re wrong. I’m watching and know that teams from other districts and leagues are as well.

California Abstract of Birth

As you prepare for All-Stars and begin to collect all necessary documentation for affidavit certification…

The California Abstract of Birth is not an acceptable document as proof of age in Little League Baseball.  This document was issued (in lieu of a birth certificate) by the state of California for several years as a shortcut and cost saver for the state.  Unfortunately many of the states County Recorder’s offices did not control or protect the blank documents and there are thousands of forged abstracts in circulation.  The state issued a letter five or six years ago explaining the situation (see below) and requested that abstracts be turned in for legal birth certificates.  At that time we established the position that we would no longer accept the abstract.

The State of California Department of Health Services determined that effective July 1, 2003,
there will be two types of certified copies of birth records.
1. The first type is a regular certified copy identical to those issued prior to July 1, 2003.
These will be issued only to authorized individuals as defined by California Health and
Safety Code Section 103526.
2. The second type is also a regular certified copy; however, it will have a legend across
the face with the statement “INFORMATIONAL, NOT A VALID DOCUMENT TO
ESTABLISH IDENTITY.”
Both of these documents are certified copies of the original document on file with the State of
California, and as such are acceptable to Little League International.
However, a third form previously acceptable to Little League is no longer acceptable. In
compliance with the State of California, Department of Health Services, State Registrar, June 27,
2003, certified abstract of birth is no longer acceptable as proof of age in California.
